You have to either specify it or specify automatic payment methods, yea, and it needs to be enabled in your account settings

Do standard connect accounts have to enabled it within their dashboard or can I initiate it on their behalf?

it says this on the connect account settings, is this because it's just test data or will I manage it or live too?

I don't believe it being in test mode is a factor here - you would likely see the same warning in live mode
