You need to transfer to a connected account and create a payout from there, that's a core part of the Connect product

You cannot send funds to sellers/providers via external accounts on your own account

You must create connected accounts and onboard those users to go through identity verification etc

so Instant Payout is only possible if funds are collected on Express account - (like through destination charge)

or Transfer the funds there regularly beforehand so that funds are available for Instant Payout

If they were from an available balance on the platform, yes. If you created a transfer linked to a pending payment using eg source_transaction then the connect account balance would also be pending until that payment settles
