you can do it manually by using SetupIntents + Elements directly https://stripe.com/docs/payments/ideal/set-up-payment

I didn't realise it didn't work in Checkout with mode:"setup" (which I think is what you are saying), so I suppose that's the only option(but if it was me I would write to our support team instead to raise the feedback that we should support iDEAL in Checkout setup mode)
