Is this a Standard Stripe account? As opposed to an Express or Custom Account?

Yes, standard. I can make a test account with a business name (it needs a business name to use checkout sessions), but it still says it needs activated to use BECS

Unfortunately test account numbers cannot be used with Standard Accounts, only Custom and Express Accounts

Is there any alternative to do a BECS payment without activation ?

Will check in to that too. I thought that making a test payment would be allowed without activation but if you can't turn it on in your dashboard, I am less sure. Have you tried just creating a PaymentIntent in test mode with au_becs_debit in the payment_method_types param?

woah, this time it worked? I made a new test account just to make sure, and now it's working

I think it might be that I put an Australia address for business owner this time, last time I did USA (I'm a developer in USA, working for an AU company)
