I looked at the exact timing flows and based on the way our flows are structured the original invoice is not closed until after the subscription is canceled. So at the time of proration calculation we aren't sure whether the invoice will be paid and assume that it will be. As you mentioned, you can override this behavior via the prorations parameter, though you may need to build some custom logic to check the previous invoice to determine whether or not to prorate.
