the issue is that the tax amount on it is 0
where i'm expecting it to be a negative number for what's left of the period

hmm I have no idea if that's how this product is meant to work unfortunately. I would have said it' s 0 because how can you apply tax to a negative amount?
do check one thing though. In your request you pass tax_rates:"" for some reason. That unsets fields in the API usually. Can you repeat the request and not do that and see if it changes anything?
i don't actually have any tax rates set, since we are using stripe tax and it's handled automatically
there's no difference if i don't send a tax rates attribute for the subscription items though!

yeah, there was a bug when this first launched and tax didn't apply to proration properly, but that was fixed last year, so I suppose it's not that.
that page does give a few "gotchas" but i don't think any of them apply to my situation here
there's more things I could ask you but rather than waste your time I'd suggest you just write a detailed email to https://support.stripe.com/?contact=true with the requests and responses you make, and highlighting what you expected to see versus what you did see so we can investigate in more depth
