but we're not able to find a successful actual payment with SCA

The SCA dashboard is visible to users who have accepted payments impacted by SCA, if you don't have access to it then it means you haven't accepted SCA payments yet.

If the payment is not completed then it's not counted towards a SCA payment

Since the customers in EEA will experience SCA flow so I'd suggest to do a pilot run with your selected users in EU region.

we have the feature out globally. is there a way to limit SCA to specific regions in stripe?

my understanding is that there is no "ON" switch for SCA. it happens when it needs to happen

SCA is beyond Stripe's control, it is up to the issuing bank decides when to trigger the SCA flow.
