For express accounts you (as the platform) have the ability to control the payout schedule (see https://stripe.com/docs/connect/manage-payout-schedule). If you do not want your express accuonts to be paid out automatically, you can make sure to set settings[payouts][schedule][interval]: manual on the Account and then you can create Payouts for them through the API (see https://stripe.com/docs/connect/manual-payouts)

Great - thank you! One more question - if our users have funds in their wallet, can I leverage the Issuing product to get them a card? Or do I also need to use the Treasury product?

Can you clarify - what do you mean by having funds in their wallet? Are you referring to your connect account having balance?

From what I understand, that's not how Issuing works - issuing transactions pull from a separate balance type that is not the same as the balance they'd get from payments, etc.
