if you want to trigger this in the dashboard, a connected account has to disconnect from your platform

having the connected account close itself probably does that as well, but it's easier to just disconnect, which the connected account(assuming we are talking about Standard accounts) can do at https://dashboard.stripe.com/account/applications while they are logged in

By this link I see only my connected applications. So I want to receive event when some of my partners close their standard account

that's what I said I think? Like , if the connected account is logged into their dashboard, they can visit that link and deauthorise your platform, and you'd get that webhook event
