I have a weird case where a user's card failed to authenticate via 3DS for an off-session payment. (automatic monthly renewl). Does Stripe automatically sent a payment email by any chance? Even if we dont have anything configured to do as such?

Depends on your account settings but yes you can enable emails for failed payments on invoices in your account settings
