our application allows our administrator to setup Manage Account. We give them onboarding links and they setup their Managed Account.

they are asked for email address, wondering if they can login in the Stripe Dashboard using that email?

Custom accounts have no dashboard, they can not log into anything, they have no relationship with Stripe.
