Yes, this is the right place. The option "Allow customers to cancel subscriptions" is switched on. But the button is not activated. That is the problem.

I think I understand now.
The subscription you shared was created with a Subscription Schedule. And unfortunately Subscription Schedule cannot be updated or cancelled in the customer portal.
