Any 3DS would be carried out at the auth stage, when your customer is on-session yes
There is always a chance the capture/charge could be declined for reasons completely unrelated to 3DS (and you should account for them)

Those would be more of technical than banking issues though, wouldn't they?

Not necessarily. Perhaps the card has been reported stolen/fraudulent

Ah, so even if the payment was authorized before, and stolen after, the payment created previously wouldn't be capturable?

That would be my assumption, I don't really know for sure
