The dev team member will need to install Ionic CLI: https://ionicframework.com/docs/intro/cli

Once setup you can navigate to the folder in their terminal/command line, then:

npm install
ionic serve

This will install the Node libraries and then serve the ionic app locally.

OK - thanks for setting this up. I'm not going to be able to focus on digging into this live, but I want to make sure we examine the sample you've built and figure out whether there is something in the Terminal SDK we can address here.
