I tried calling the client for the login information but not getting through
I mean the ID for the request that triggered the Card Declined message. It can help us track down what happened.
Oh wait, you mean you cannot get into the Dashboard to review. Got it.
Unfortunately this is a generic decline code from card issuers. Here's a table of some of the decline codes Stripe will return when a card is declined:

Was thinking it may be an issue with the account itself
If I provide you the email address of the user can you check to see if there is an issue
what is strange is that I was able to make some payments earlier on last week
then all of a sudden as soon as I wen to show the client. it stopped working
That's really between the user and the card issuer. We don't get involved. You can reach out to support for assistance with decline investigations.
