the last 4 digits of the card they are entering match one they used previously so I am assuming the card number is correct

but I've never seen a declined payment before that doesn't show anywhere

It seems that the card have been blocked by our fraud prevention systems, and unfortunately there's no easy way for you to check this by looking at the PaymentIntent.
If you have more questions about declines, I recommend asking Stripe Support directly, as this is not a technical question https://support.stripe.com/?contact=true

Sorry to bother you, I am speaking to support but they are not accepting what you said. Is there some way you can tell them what the problem is ?

They are telling me it is a problem on our system not sending the card details. will not accept that checkout is entirely on your side

Yes that answer doesn't make much sens, sorry. I would recommend to push back on the support team and ask the agent to escalate the case.
