@rotund thunder seems most likely to do with your account's tax registrations, like you are registered for the appropriate tax region on the test account and not the other one.

https://stripe.com/docs/tax/zero-tax has a bunch of troubleshooting/explanation, for example :

Not registered You must register before collecting tax in a jurisdiction. You can specify where you’re registered to collect tax on the Tax settings page.
