No, it is to bypass radar completely

No, I haven't actually done it yet, but I found it in the stripe docs/website

This is not something that's available with the public API currently. Have you been in touch with support previously about this? If not, I'd suggest reaching out with a description of your use case for these to see if they have any suggestions for you.
