we don't support tax registration in Algeria today(https://stripe.com/docs/tax/registering#list-of-state-and-country-registration-sites) so I suppose that's why you can't do it!

so in that case do you have any suggestions?

in what regard? you can still use the Quote etc, just it won't automatically calculate tax since our tax product doesn't support it for this use case right now.
you could write to the email address mentioned at the link I posted to raise the feedback so we can prioritise supporting that country, or manually calculate tax using your own/a third party system and add it as a line item to the Quote, I think.
