charges_enabled relates to an account being able to collect payments.

No no, I'm asking if this works this way, or if an Account can receive a Transfer even though this boolean is false

Rather than looking at charge_enabled you should ensure you've provided the required information for the transfers capability. This capability must be active before you can transfer to the account.
