Digging through the code that raises that error, and the only thing that is jumping out at me is that it seems to check if the Platform is active. Have you activated your platform?
if I am able to create connect accounts, and emit test cards, I assume so

When you're logged into the dashboard, do you see an 'Activate account' button right beside the account selector at the top left of the page?
nope, in the Home menu it says Your account is now active
