If the head office is also a connected account, it will not be able to transfer its money directly to other connected accounts. Transfers can only go between platform and connected account

Though I am unsure on the regulatory aspect that you brought up. I would ask our support about whether we can support the flow of transferring from the head office account to the location accounts
