I would ask Woocommerce why the payment was not captured!
you can't change an Express account to a Standard one(not sure that would have any effect here though).
It seems to be waiting for us to approve the payment somehow. Woocommerce doesn't have any sort of support and woocommerce seems to be doing everything correctly on it's end, it's Stripe that seems to not be doing it's next step
they have documentation and it says : https://woocommerce.com/document/stripe/
If you prefer, tick the checkbox to Issue an authorization on checkout, and capture later. (Otherwise, it will authorize and capture at the same time.) If this setting is enabled,** you’ll need to capture funds manually** for each order within 7 days – otherwise the authorization will be canceled alongside the order. See our FAQ on this for more.
(you can do that in your Stripe dashboard when looking at the payment)
