If you do not support “Mutual TLS”, provision of Payload-level encryption must be enforced for PAN data. for the client, PAN data is very critical to us and must be encrypted on wire too (in motion). what recommendation do you have for this request ?

We generally don't recommend that you deal with raw PAN data yourself - is there a specific reason you're doing this?

the client has raw data access in stripe part of the contract with stripe as they are pci compliance

And where specifically are you getting the requirement for mutual TLS support for PAN data? From my understanding this is not a requirement for PCI compliance

Again, I don't think we support anything like this, but I'd suggest writing into support (https://support.stripe.com/contact) to check if there's any betas or private features that may help (no guarantees, but it doesn't hurt to check)
