So period_start and period_end for an Invoice cover the time period in which invoice items can be added to that invoice. Since this invoice has a period of 11/18/2021 - 12/18/2021 that's the time period in which invoice items can be added.
In comparison, period[start] and period[end] for subscription invoice line items is for the period of time that line item is meant to be billing you for. So in this case you are billing up front for the next billing cycle, so the period of time the user needs to pay for is the NEXT month (12/18-1/18).
Does that make sense?
