Hello! Stripe Terminal does require you to have a server.

You can't have only your mobile app by itself.

I am creating the intents on the client what's the purpose of the server in this instance?

Reason why I ask is we used the heroku app as a test with test keys now want to move to our servers so need to know what to implement there

Your server needs to provide a Connection Token for your app to use: https://stripe.com/docs/terminal/payments/setup-sdk?terminal-sdk-platform=ios#connection-token

No, they've always been required.
