so yeah I would not use that IBAN and only recommend using the "magic" values as listed in this: https://stripe.com/docs/payments/sepa-debit/accept-a-payment?platform=checkout#test-ibans
there aren't any GB specific ones but you can use a DE specific one and those will transition between the status es correctly
W specifically wanted to use GB because there is extra validation on billing address being present

Andorra (AD), French Polynesia (PF), French Southern Territories (TF), Gibraltar (GI), United Kingdom (GB), Guernsey (GG), Isle of
Man (IM), Jersey (JE), Monaco (MC), New Caledonia (NC), Saint Barthelemy (BL), Saint Pierre and Miquelon (PM), San Marino (SM),
Switzerland (CH), Wallis and Futuna (WF), Vatican City (VA)
Starting December 6, 2021, we will begin validating the presence of the following data for all new SEPA direct debit payments:
billing_details.address.city, billing_details.address.line1, billing_details.address.postal_code, billing_details.address.country in
PaymentMethod
If the above information is missing, the payment creation will fail with an error indicating which data is missing. We are making this change in order to better align with SEPA Direct Debit network regulations.

Additionally, IBANs with the country codes AD, PF, TF, GI, GB, GG, VA, IM, JE, MC, NC, BL, PM, SM, CH, and WF require the country and line1 properties of the billing_details.address property. Listen to the change event of the IBAN element to get the IBAN’s country code.

actually now the question is why the one we used did not transition to succeeded
