This is expected behavior. A customer resides on a specific Stripe account and cannot be interacted with by another account. If you can use one account for all branches, this would likely be the easiest approach.

If your branches need to have distinct accounts though, you can look at leveraging Stripe Connect to have a single platform account that each branch's account is connected to.

With a Connect flow you'd need a total of 4 accounts. One to serve as the platform and then one for each branch.

That's largely a business decision and depends on the flow that you're trying to accomplish. I believe there is a cost with Connect, but we aren't as familiar with that as our support team is:
