Description won't override the name, but it can appear under the name

Unfortunately not that I can immediately think of. Let me see if I can find a recommendation we've given on this before

No, this is not supported. Invoices and checkout use the name on the underlying product regardless of any other localization applied. To do this with checkout you'd need to set up multiple products with distinct names you want to use in different markets (eg, corresponding to locally appropriate Prices you configure).
