Hello. Yes with some payment methods the refund time period is shorter than a regular card payment

This sounds like something you'd need to handle outside of Stripe (i.e. regular bank transfer) as there's no real way to transfer/send fund from a Stripe account to a non-Stripe party

Both accounts are "stripe accounts" the payee is a regular stripe customer and the payment reciever is a connected account.

Right, but there's no facility to send money to a Customer object (other than the refund)

They're not a Stripe account in that they are setup and verified to process payments, etc
