so... we're looking to make a dev account, we already have another account, which is the one we'll use in live and test mode

respectively for production and staging

But for dev, I'm setting up a new account

but I see that we still need all of this:

you don't need anything, if you're just using test mode you can skip all that

I mean I never activate any of my test accounts and I have 100 of them

the easiest way to create an account is use the dropdown in the top left of the dashboard

in your screenshot I'd assume you can hit the X in the top left and avoid doing that
