Okay, so to start I just want to warn you that FX fees are really complicated and not really our expertise here - I'll tell you what I know, but I'd strongly suggest you also check in with support (https://support.stripe.com/contact) since they deal with this stuff more often
Starting with the first scnario: Destination charge with On behalf of
- I believe there would be only a single FX fee, when the EUR funds are converted to GBP. The application fee would be sent to the platform as GBP and not converted (see https://stripe.com/docs/connect/currencies#destination-charges-on-behalf-of where we specify the application fee will stay in the connect accounts settlement currency)
For Disputes I'm not really sure how FX works - the limits to what I know are covered here https://stripe.com/docs/currencies/conversions#conversions-disputes-refunds
