You can use on_behalf_of with destination charges for custom accounts, this is the right way to change the merchant of record if thats what you need to do.

i want the platform account to pay the stripe fee not connected account

because last week i asked here and someone told me it's not possible with custom connected account unless it's direct charge

Not sure what that interaction was, but with destination charges the fees is paid by your platform as the funds flows show here

Creating destination charges on your platform

With Connect, you can create charges on your platform account, take fees, and then transfer remaining funds to your connected accounts.
