it is mandatory in many regions(in Europe for example), since the bank will simply decline your payment if it's not authenticated with 3D Secure.
But on top of that, sure, you can use tools like Radar to run 3D Secure on other payments even if it's not needed. The main reason is you get liability shift for certain classes of chargebacks if the payment is authenticated.(https://stripe.com/docs/payments/3d-secure#disputed-payments)

there is option in dashboard to disable 3ds which i have done, and now my cards are going through.

if it is mandatory then why does stripe allow me to disable it.

I assume you're not in Europe then? but generally disabling that "request if required" rule is not a good idea since it will mean the payment just declines if the bank requires 3D Secure(again, that is what SCA in Europe is, banks decline local payments made without 3DS) https://stripe.com/gb/guides/strong-customer-authentication
