I think we can manually merge things(it's part of the tooling for copying customers across accounts https://support.stripe.com/questions/copy-existing-account-data-to-a-new-stripe-account) but you'd have to ask our support team.
In terms of what you can do directly with the API, there's no way to merge this information yourself or copy a paymentmethod from one Customer to another in order to consolidate them, without just having the end-customer re-enter all the payment info again, unfortunately.
yeah, i figured that would be the case. interesting about the manual merge - i think our account qualifies for a lot of additional support so maybe i'll go through our contacts to find more
