Based on the payment the available_on data is when Stripe says the balance will be made available in your Stripe balance. Are you seeing cases where that is not happening?

Yes, refunds deduct from your balance immediately.

Would a charge ever be immediate?

It would be if you used the test card that skips the pending period 😄
