whether setting the address on the customer or the payment method is better - i'm sorry but I don't know the answer to this off the top of my head. You'd want to reach out to Stripe Support and they will be able to find the answer for you

unfortunately, we don't have a data/figure to share for how much of an increase in in successful payments you may expect to see because this can be very subjective.
