The connected account would receive an email if it's a Standard/Express account (they can edit their settings in the Dashboard for "receiving a payment"). For Custom accounts, you'd send your own emails.
We are using Stripe Express accounts, and in our tests, the emails are not sent (working in test mode)
In the stripe dashboard for the connected accounts (light dashboard), there is no settings for that like you described
Test mode doesn't send most emails, so that's expected.
