Just your normal vanilla USA installment plan

like, you can make a subscription schedule which bills some amount per month, then cancels after some number of months

I can't find it but I saw a YouTube video where someone sent out an invoice for an installment plan and there was a Stripe UI that asked "Start" and "End" and she chose "End after...." and you could choose a (A) date or (number of times)

capital-I Installments are a special thing with network support in mexico - iirc, the customer's bank floats you the money, so you're paid upfront, and the customer pays back their bank over some period negotiated between them and their bank

no; it's only supported by subscription schedules

iirc, payment links currently support subscriptions, but not subscription schedules

probably the thing you saw is somebody starting a subscription schedule from the dashboard

which you can do, if you've already collected the customer's card info, etc
