When you create the Account, I believe you can set settings.payout.schedule.interval: manual to have it on manual payouts by default (see https://stripe.com/docs/api/accounts/create#create_account-settings-payouts-schedule-interval)

I believe we don't require a routing number for Colombian bank accounts - at least I don't see us require this in the dashboard
