And yes, while it does depend, usually what happens is the account can accept payments(the card_payments or transfers capability is active) but their ability to payout(the payouts capability) requires verification to complete first

I assume that I (as the platform) I will still take all payments from the events, I will only be able to payout if the vendor has been authorised?

yes, you'd get an API error if you try to pay out to an account that doesn't have the capability active, and automatic payouts don't get created while the account is in that state

right got you, one last thing, if the vendor never gets authorised for whatever reason, what can I then do with that money? pay it out to myself then from a bank to the vendor? (just a little concerned about regulation thats all)

eventually it gets added back to your platform account as an adjustment to your balance, I believe, at which point you can do as you wish with it
