usually you decide this upfront based on your business model, so there's no migration paths between account types

You can have Standard accounts in many countries, not just the US. But you can't just use them to receive funds, you have to create charges on their behalf. This is covered in details here https://stripe.com/docs/connect/accounts

The issue with charges on their behalf is it sends them the customer information and we cannot allow that

I’ve spoken with support about this and there is no way to stop our client information from appearing on the seller dashboard when charging to them directly

Okay so that does mean there's no way you can use Standard accounts at all

I’ve been using payouts to send sellers their cut without providing client information. However it seems impossible for cross border payouts. I may need to just do cross border payouts with PayPal

I can’t afford to have all my cross border users sign up for new accounts

You're unlikely to have hundreds of connected accounts and just realizing that though

Unfortunately the only solution is to create new Express accounts for them
