Generally the answer is yes, except in some credit scenarios as explained on the page linked above.

What if the user doesn't have Stripe Tax, but is using tax rate API. Does this still applies?

So my question is focus for proration on a subscription using tax rates. Does proration prorates the base amount + tax rate as well on a given billing cycle?
