what situation would cause it to trigger on create? i have a tester who is expecting an account.created webhook to be triggered but nothing seems to be coming through; we need to know if this is expected behavior or not.

If you create an account and pass personal information and then we verify their information async and then ask for more details there would be an event

if you create an account with nothing but type, country and capabilities then no event
