well by default if that happens I think we just attempt the payment without 3D Secure, unless you have a Radar rule to block that

but overall there's nothing really you can do beyond asking the customer to try again unfortunately

nope, not really!

to be clear they might support it but they happen to be having a temporary outage at the time you attempt the payment unfortunately(that's what your screenshot represents), so you really can't know
