I have not added any api key still

There is no data inside DB Table “stripe_webhooks”

It'd probably be better if you contacted Stripe Support regarding Magento, my theory is that because you have not added any API key, that's why it's throwing that error. Unfortunately because i'm not familiar with magento, i can't advise you where you should be adding the API key
