Usually this means you can still accept payments, but you won't be able to pay out the funds to a bank account yet. If you need more details, you can ask support at https://support.stripe.com/contact

If you have that warning, then it means those payouts won't happen and they'll just keep getting pushed back

I understand. But in Germany my bills etc. Not on my behalf, but on behalf of a relative. If I upload an invoice on his behalf, will it be accepted?

That would be something you have to ask support - I don't know the legal ramifications/requirements that you need to meet, but support will know
