yeah it's a good question, I think you can't call the DELETE endpoint since you can't really delete the account, it doesn't belong to you; so I think you have to use that 'OAuth' call for this instead

the ca_xxx ID comes from https://dashboard.stripe.com/test/settings/connect (the 'Integration' section)

If I deauthorized them, would they be able to withdraw their funds?

As I understand, they won't be able to even log in.

they would still be able to log in

they keep their account, that's what Standard is for the most part ,they own their own account and relationship with Stripe, but you can detach yourself from them
