ok, so this is an Express account you created using OAuth, right?

it looks like you never completed the connection at the end (https://stripe.com/docs/connect/oauth-express-accounts#token-request)
so the account never got connected to your platform
as such it's basically an 'orphan', you can't delete it since you don't actually have a connection to it since you never created one
so you can just ignore it and move on. But really a) you should make sure to complete the connection and b) there's no reason to use OAuth for Express and it has this problem which is really common! You should use https://stripe.com/docs/connect/express-accounts via the API instead

I would use a different email address. You can add a +test to it for example
like aliraza+test@example.com instead of aliraza@example.com, so it creates a new Express account instead

I'd highly suggest then making sure your integration is correctly connecting the accounts then via that final OAuth call so you avoid getting into this situation(or migrating to creating the accounts via the API instead as it avoids the problem!)
But in terms of deleting this account, I think the only way would be to contact our support team at https://support.stripe.com/email to explain and check if we're able to delete the account manually
