so i needed to find out if stripe API could be use to debit dollars account for customers and at the same time credit dollar account

@pliant juniper we support both operations, they are just different products. You can charge a customer's card or bank account via payments, and then you can send funds to someone's bank account or debit card using Stripe Connect: https://stripe.com/docs/connect

or customers with dollar accounts in south africa can be charged too using stripe robust API ?

I'm sorry, I don't really understand what you mean. What is a "customer dollar account".

You can charge a customer's credit/debit card around the world

you can't debit their bank account unless they are US based
